Government Structure
The Empire of Vishima is a federal monarchy in which provinces, protectorates, associated states, and observer states operate under various forms of government but nonetheless recognize the Emperor/Empress as the overall head of Vishima.

Territory
The territorial kingdom of Vishima consists of provinces, protectorates, and related states. A province is a territory directly owned by an emperor/empress and administered by an appointed governor, usually a member of the imperial family or nobility. A protectorate is an area that is directly subordinate to the Emperor/Empress but governed by the supreme authority of another microstate. The Associated State is the direct territory of and administered by the supreme power of a microstate loosely associated with Vishima. In addition to physical territory, micronations that are free to join Vishima, but do not own land, can become observer states. The supreme authority of a Protectorate, Associated State, or Observer State usually retains this title, unless it conflicts with the title held in Vishima, and has the same status as a provincial governor. Each region has a different degree of autonomy, which depends, among other things, on the location, size, primary purpose, and productivity of the region, as well as the reliability and effectiveness of the person appointed to lead the region.
For a micronation to qualify as a protectorate, associated state, or observer state, the following is considered:
- Longevity - when was the micronation founded?
- Continuity - How often has the micronation changed its name, flag, government structure, etc.?
- Maturity - How old is the highest power of the microstate and have they engaged in activities that would bring Vishima into disrepute?
- Territory - Where is the requested territory located and is it owned by the supreme authority of the microstate?
- Compatibility - Are microstate values and governance structure compatible with Vishima?
For a qualifying Micronation to become a Protectorate, Associate or Observer State, the following conditions must be met:
The highest authority of the Micronation must become and remain a citizen of Vishima.
A Micronation may not have official ties (alliances, treaties, etc.) with other Micronations outside of Vishima without the approval and permission of the Emperor/Empress.
The Micronation must not engage in any activity that could tarnish Vishima's reputation.
Micronation must allow Vishima to publicly mention, record, report or discuss its progress and use its name, flag, and other related symbols for this purpose. The main reason
micronations join Vishima is to create a true community focused on the exchange of goods and services.
Imperial Court
The Imperial Court consists of select members of the Imperial Family, ministers and nobles and serves as the central governing body of Vishima by advising and carrying out the wishes of the Emperor/Empress.
Emperor/Empress
The authority of the Emperor/Empress is absolute with the power to, among other things:
- Appoint or dismiss a citizen from to/from any position within Vishima.
- Revoke the citizenship of any citizen within Vishima.
- Set the monthly rates that citizens and the nobility must pay to remain in their respective positions.
- Approve the production, sale and distribution of Vishiman merchandise that's made available in the Imperial Market.
- Collect and allocate the funds raised through the Imperial Market, citizenship applications, YouTube ads and other streams of revenue in whichever manner they see fit.
- Approve or decline an application from the highest authority of another micronation to form part of Vishima's empire.
- Revoke or otherwise disassociate from previously approved micronations that form part of Vishima's empire.
